My house needs a second floor to be habitable what to do?

I have a 1 1 / 2 two-story house, what is the cheapest way to get above the room habitable, build the story up or the roof? What should I do? There is a plug attached to the roof that makes the kitchen and I do not want more living space outside my second floor.

Why can not a living space upstairs. I live in a 1 1 / 2 story and we living space there. Just put the essintals … insulation, walls, floors, and HVAC. If you need more space on the floor … such instead consider making a dormer on the front and rear so you can push the walls of the rooms.
